ヨハン・ガルトゥング講演 (立命館大学 いばらきキャンパス 2016年5月31日)

散歩道の頭の体操

昨日の散歩は、絶好調だったな。いや、幸運だったと言うべきかな。「何が?」って、単なる数字遊びに違いないんだがね。歩きながら出くわす車のナンバーの4ケタの数字で「10」をつくる単純な算数遊びだ。ただ、そこにはルールがあってね。「あってね」っていうよりも、まあ、自分にルールを課したっていうことかな。主なルールは2つ。一つは数字を順番に使うこと、二つ目は使っていい演算は「加減乗除」が基本で、他に√(平方根)と!(階乗)は使用を許可する。n!(nの階乗)は1×2×3×…×nのことで、例えば3!=1×2×3=6。数学上の約束で、0!は1と定義されている。( )も使っていいことにする。

 昨日の散歩は幸運だったというのは、散歩で出くわした19台の車のナンバーについて、全部これが出来たからだ。1台の車のナンバーを見て、次の車のナンバーを見るまでの間に間に合わせないと気持ちがすっきりしないのだが、これが時に難しいから、ちょっと立ち止まったりする。つまり「歩く」という意味での散歩の目的を一部阻害する訳だが、まあ、とにかく昨日は全部出来たんだね。

こんなことは尋常ではない。「1210」とかいう車に出くわせば、たちまち「出来ない」ケースにぶつかる訳だから、いつでも全部できる訳じゃない。その意味で「幸運だった」に相違ないのだ。

 私の場合、散歩はパソコン作業に疲れた腰や肩をリラックスするために「町内一周4300歩」が基本だが、こんな遊びをやっているから頭は働き続けているに違いない。そんな遊びもやらずにのんびりすればいいのだがと思って、昨日、『散歩で見かける草花・雑草図鑑』(創英社/三省堂書店、写真:鈴木庸夫、解説:高橋冬)を買った。でも、きっと、雑草の花弁の数を数え始めたりして、結局「数」の世界からは離れられない気はするのだが…。

「3.11 いのちのつどい」 国際平和ミュージアム

5 年前の今日、東北地方を襲った巨大な地震と津波は、日本の原発
の心臓部あるいはアキレス腱ともいうべき「緊急炉心冷却系」の機
能を奪い、炉心溶融や水素爆発を引き起こして大量の放射性物質を
放出させました。5 年経った今なお、放射能は生活圏のそこここに残
り、がん発生の危険といった身体的影響への不安だけでなく、根深
い心理的不安となって故郷(ふるさと)への帰還意欲を萎えさせ、
被災した地域社会そのものを消滅させる恐れさえある深刻な事態を
もたらしています。それはまた、被災地の外でも、被災者に対する
偏見や差別、被災地に対する風評被害の原因となっていることはご
承知の通りです。

私が福島の人々とともに原発批判に取り組み始めたのは 44 年前
のことですが、結局このような原発災害を防げなかったことを今で
も悔やみ、自責の念に囚われています。いま、毎月福島を訪れ、保
育園や公共施設、さらには、求めに応じて一軒一軒の民家を回って
放射線環境を調査し、不安や疑問に答えながら、被曝のリスクを減
らす具体的な方法を提言する「福島プロジェクト」に取り組みつつ、
3つのことを感じています。

第1に、「事故現場を見に行けない」という原発災害の特徴ゆえに、
事故原発の内部の様子はいまだに解明できず、廃炉には「40 年」と
か「70~80 年」といった予想が取り沙汰されています。70 万トンを
超える汚染水や、10 万か所を超えて保管されている除染廃棄物の最
終処分の問題も、人々を不安にさせています。これらは、私たちの
前に深刻な事態が今も厳然と残されていることを示しています。廃
炉を計画的に進めるためにも、力量のある原子力技術者の養成は社
会的急務ですが、その見通しも定かではありません。

第 2 には、被災地で暮らす人々の放射線環境は、除染によってか
なり改善されつつあるものの、帰還困難区域はもとより、原発から
遠く離れた地域でもホットスポットが随所に残っており、実態を科
学的に把握し、被曝を減らす努力が引き続き不可欠だと言わなけれ
ばなりません。昨年 10 月に訪れた浪江町の帰宅困難地区の民家の庭
先の土からは「1 キロ当たり 220 万ベクレル」の放射能が検出され、
先月訪れた福島市内の民家は、原発から 60 キロメートル離れていま
すが、雨樋の下の土には 1 キロ当たり 17 万ベクレルの放射能が検出
されました。「福島プロジェクト」は、今後も毎月の放射能調査を続
け、被災者の生活を支えていきたいと考えています。

第 3 に、そうした中で暮らす人々の被曝は、幸い、放射線影響の
発生を深刻に懸念するような状況ではないということです。ややも
すれば、「福島=放射能汚染」と決めつけ、「がんや奇形が続々発生
するのではないか」といった実態を全く無視した考えに陥り、反人
権的な差別や偏見や風評被害を助長するような傾向が、この 5 年間
事実ありましたし、今も執拗に残っています。平和学的に言えば、
こうした行為は暴力に他ならず、理性とは対極あると言わなければ
ならないでしょう。

私は、事故直後から、「隠すな、ウソつくな、過小・過大評価する
な」と訴えるとともに、「事態を侮らず、過度に恐れず、理性的に向
き合おう」と語りかけてきました。これらの視点は、ひきつづき大
変重要であると確信しています。そして、事故の原因とその責任を
厳しく追及しつつも、今も大きな不安の中で現に生活している数多
くの被災者とともに生活環境の改善にいっそう努力し、ともに悩み
ながら安心な未来づくりに手を携えていきたいと思います。
学校法人・立命館は、2006 年、「立命館憲章」を制定し、その中
で、「立命館は、人類の未来を切り拓くために、学問研究の自由に基
づき普遍的な価値の創造と人類的諸課題の解明に邁進する」こと、

平を開拓する若い世代を育むことを心から期待して、私のメッセー
ジといたします。
