菅内閣による日本学術会議への人事介入に抗議し、その撤回を要求する声明

2020 年 10 月 1 日、菅義偉内閣総理大臣は、日本学術会議が新会員候補として推薦した 105 人の科学者のうち、人文・社会学系の 6 名の候補者について任命を拒否しました。
政府が自らの意向に沿わない科学者の任用を拒否することは明らかな権力の乱用であり、学問の自由と独立に対する明確な侵害です。歴史の示すところによれば、これは国策を誤る道に通じるあるまじき行為というべきであり、決してあってはならないことと確信します。今回の日本学術会議に対する人事介入は、前政権以来続いている「忖度全体主義」を推し進める政策と根を一にするものであり、第二次大戦から 75 年、福島原発事故から 10 年を迎えようとしている今、戦争や政策災害を防止するために科学者が果たす役割を大きく毀損しかねない愚行というべきであり、菅内閣は人事介入を直ちに撤回し、日本学術会議の推薦者全員を任用すべきものと考えます。1970 年代の東京大学の文部教官時代、国策として推進されていた原発開発政策を批判した結果、さまざまなアカデミック・ハラスメントを体験したものとして、今回に事態を深刻に受け止め、今次措置の撤回と被推薦者全員の任命を直ちに行うよう強く要求します。

Protesting personnel intervention in the Science Council of Japan by the Suga Cabinet

On October 1, 2020, Prime Minister Yoshihide Suga refused to appoint six candidates in the fields of humanities and sociology out of the 105 scientists recommended by the Science Council of Japan as new member candidates.
The government’s refusal to appoint scientists who do not meet their policy intent is a clear abuse of power and a definite violation of academic freedom and independence. I am convinced that history shows that this is an unacceptable act that could lead to a misguided national policy and should never be allowed to happen. This latest intervention in the Science Council of Japan is rooted in the same policy of promoting so-called “Sontaku totalitarianism,” which has been continued since the previous administration. As we are in the year of 75th anniversary of the end of that disastrous Pacific War which plunged the nation into misery and now approaching the 10th anniversary of the Fukushima nuclear power plant accident, I believe that this is a folly that could greatly damage the role of scientists in preventing war and policy disasters. I am confident that the Suga Cabinet must immediately withdraw its personnel intervention and appoint all the recommenders of the Science Council of Japan. As an academic who experienced various forms of academic harassment as a result of criticism of the national policy of nuclear power generation at the University of Tokyo in the 1970’s, I believe that the Suga cabinet should immediately withdraw its intervention and appoint all the nominees of the Science Council of Japan.
